The 2026 Performance Assessment of the Local Public Safety Councils (LPSCs) is an analytical, evidence-based assessment of the functionality, effectiveness and institutional sustainability of LPSCs as local mechanisms for prevention, public safety and multidisciplinary coordination.

During the 2025–2026 reporting period, the Institute for Activism and Social Change (IANS) continued to strengthen its national footprint in the areas of youth empowerment, mental health, education, rehabilitation, and community resilience. The organization maintained its focus on delivering measurable, field-based interventions while contributing to institutional capacity-building and policy development at national level.

Manuali për Menaxhimin e Rasteve dhe Ofrimin e Ndihmës Juridike Parësore është një instrument praktik që synon të standardizojë procedurat për menaxhimin e rasteve dhe ofrimin e shërbimeve të ndihmës juridike parësore në Shqipëri.

Metodologjia e Menaxhimit dhe Referimit të Rasteve për KVSP-të përfaqëson një hap të rëndësishëm përpara në përpjekjet kombëtare për parandalimin dhe kundërvënien ndaj radikalizmit dhe ekstremizmit të dhunshëm. Fillimisht e pilotuar në pesë bashki — Elbasan, Librazhd, Cërrik, Pogradec dhe Korçë — ky version i përmirësuar përfshin katër bashki të reja — Mati, Kukësi, Lezha dhe Vlora —  të cilat do të mbështeten për përmirësimin e performancës dhe të punës së KVSP-ve në fushën e P/CVE (parandalimi/kundërvënia e ekstremizmit të dhunshëm).

The Methodology for Case Management and Referrals represents a significant step forward in Albania’s national efforts to prevent and counter radicalization and violent extremism. Initially piloted in five municipalities—Elbasan, Librazhd, Cërrik, Pogradec, and Korça—this updated version now also includes newly engaged municipalities such as Mati, Kukës, Lezha, and Vlorë to be supported for improved performance and P/CVE of Local Public Safety Councils in these municipalities.

This report represents a significant milestone in enhancing Albania’s approach to combating radicalization and violent extremism. From policy perspective it provides evidence-based insights to strengthen Local Public Safety Councils as key local mechanisms for preventing violent extremism through coordinated, multi-sectorial approaches. By highlighting best practices and gaps, it supports the development of policies that promote sustainable, inclusive, and internationally aligned models of local security governance and case management system.
