The 2026 Performance Assessment of the Local Public Safety Councils (LPSCs) is an analytical, evidence-based assessment of the functionality, effectiveness and institutional sustainability of LPSCs as local mechanisms for prevention, public safety and multidisciplinary coordination. The report examines the experience of nine municipalities—Elbasan, Cërrik, Librazhd, Pogradec, Korçë, Lezhë, Mat, Kukës and Vlorë— assessing institutional governance, referral and case-management mechanisms, interinstitutional cooperation, implementation of Local Action Plans and long-term sustainability. Using a mixed methodology combining performance indicators, case analysis, interviews and focus groups, the assessment documents the transition of LPSCs from largely ad hoc coordination structures toward increasingly institutionalised mechanisms of collaborative local governance. The findings provide an evidence base for strengthening policy, improving operational performance and consolidating LPSCs as sustainable mechanisms capable of coordinating integrated responses to complex and interconnected public-safety vulnerabilities.

The assessment was developed within the Global STRIVE II Programme, financially supported by the European Union and Hedayah – the International Centre of Excellence for Countering Extremism and Violent Extremism, and implemented by IANS in cooperation with Albania’s National Coordination Centre for Countering Violent Extremism.
