The Case Management and Referral Methodology for LPSC and regional Coordinators is prepared to guide case management process for members of the Local Public Safety Council (LPSC) and to orient local actors in implementing national legislation and strategic priorities in regards to prevention and countering radicalism and violent extremism; public safety and community resilience. Through this Methodology Guide, we aim to empower the role of LPSC in the formal and informal social control for safer and resilient communities. The Methodology Guide can be a source of capacity building for members of Local Public Safety Councils in identifying and addressing problems related to public safety and community resilience. The purpose of this document is to:
a. provide guidance for LPSC members and secretariat;
b. provide guidance for assigned members on LPSC delivery
c. explain why people may be vulnerable to being drawn into radicalism and violent extremism and describe indicators of vulnerability
d. guidance on the support that can be provided to safeguard those at risk of being drawn into radicalism and violent extremism
e. explain how a referral is assessed to determine suitability for support through case management process and how a case is being followed, assessed, reviewed and closed.
This document is a source of reference and use for LPSC members, law enforcement, frontline practitioners, educators, health professionals, criminal justice agencies (prisons, probation), and community leaders – responsible for prevention and countering radicalism and violent extremism, public safety and community resilience. It highlights a common approach with regards to intervene early to support people (cases) susceptible to radicalisation and violent extremism; and, to enable coordinated and informed responses to people (cases) who have already engaged in radicalism and violent extremism, to disengage and rehabilitate.
The Methodology explains factors conducive to radicalisation and violent extremism; it provides information about relevant stakeholders to be contacted and/or referred to; it guides through a case management process, and it supports its users with prepared formats as part of the working methodology and for better performance.
